Choosing a cellphone and calling plan doesn't have to be difficult. First, you have to ask yourself three questions: Where will the cellphone be used? How many minutes will be used in a month? What do you want to do with your cellphone?

Where will the cellphone be used?

   A local plan allows you to send or receive calls in your local area without roaming charges. Calls sent or received from outside your area will incur additional charges.

   A regional plan expands the local coverage area to a larger area without incurring additional charges. Regional plans usually include your state of residence, plus areas in surrounding states.

   A national plan allows you to send and receive calls anywhere in the country and some parts of Canada at no extra charge.

   An international plan allows you to send and receive calls in select countries outside the United States. Make sure international plans offer international roaming.

   To make international calls, look for tri-band cellphones. Tri-band cellphones recognize three GSM (Global System for Mobile communications) frequencies: 900MHz, 1,800MHz, and 1,900MHz.

How many minutes will be used in a month?

   You will be charged a per-minute or airtime fee for all calls. Most plans include a set number of minutes you can talk, without additional charges. Some plans offer additional weeknight and weekend minutes. Some plans don't include free long distance.

   Figure out how many minutes you talk in a month. There are 1,440 minutes in one day. To find how many hours you can talk in a month, just divide that number by 60. A plan offering 1,500 minutes a month equals 25 hours of talk time.

   How much do you talk? What's an average call length? One minute, 30 minutes, more? Once you know, add more minutes per month to cover any additional charges. Check each plan for peak, off-peak, weeknight, and weekend hours.

   Make sure to get a plan with more minutes than you'll need to avoid costly overage charges. Make sure to look for a plan that offers free long distance, weeknight, and weekend calls.

   If your relatives, friends, and co-workers use the same carrier, you might want to select that carrier. Some carriers offer unlimited mobile-to-mobile calling to other people on the same network or other money-saving features for free or a flat fee.

What do you want to do with your cellphone?

   Today's cellphones can play music, take pictures, display videos, and more. If you only want to make calls, you don't need all the bells and whistles. Find a plan that at least offers voicemail so you don't miss calls. To send and receive text messages, you'll need a Web-enabled cellphone offering Internet access and one- or two-way messaging.

   To surf the Web, look for dual-mode cellphones. These cellphones work on analog and digital networks. To view Web sites or send a lot of text messages, look for a cellphone that has a large, color screen and a QWERTY keyboard.

   Check to see which provider offers the best coverage and plan in your area. Your choice of cellphone depends on the provider. Not all providers offer the same cellphones. Go to your local cellular store. Look at various makes and models. Look at a variety of cellphones. See which cellphone has the longest battery life. Check out capabilities, features, colors, keyboard layouts, sizes, weights, case designs, etc. Look at coverage areas, minutes per month, and calling times. Learn about restrictions and additional fees. Ask questions.
